Guidelines & Procedures
The Library serves all segments of the college, with an emphasis on instructional programs. The goal is to provide faculty and students with materials relevant to the curriculum.
A variety of services are available depending on the patron’s need. Library staff will assist the patron in locating books, periodicals, and media materials pertaining to learning or teaching objectives.
A variety of materials are housed in the Library or available in electronic databases. If specific materials are not available locally, the staff will attempt to borrow them from another institution. Upon request, staff have the ability to produce media materials for specific instructional needs. Media staff will prioritize incoming media productions according to these criteria:
- Production for instructional use;
- Production for other college in-house use;
- Productions geared toward specific student academic goals.
The accreditation standard for community college libraries states that the library must “foster an atmosphere conducive to inquiry, study, and learning among students, faculty, and staff.” To provide an atmosphere that is conducive to learning for all students wishing to utilize the facilities, we ask all of our patrons to abide by the following rules.
Please do not indulge in loud conversations that are disruptive to other students. Quiet conversations are allowed, as long as other students are not disturbed. In the quiet study area of the library even quiet conversation should be avoided.
Food and Beverages
Food and beverages are allowed in the library. Please keep your food and beverages in covered containers to avoid spillage. We encourage “neat” snacks.
The following behaviors are not permitted in the library:
- Behavior that is unsafe, verbally or physically abusive, harassing or threatening to library patrons or staff.
- Behavior that damages or misuses the property of the library or of other users, including but not limited to marking or destroying materials, furniture or facilities.
- Behavior that is prohibited by other rules or policies of the College or by other applicable laws.
The library staff will use their discretion to deal with behavioral issues. Actions may include asking the patron to stop the offending behavior, asking them to leave the library, or calling security.
Children in the Library
Supervised children are allowed in the library as long as they are not disturbing the other patrons. If a child is being disruptive, the librarian on duty will approach the supervising adult and address the problem (see Behavior).
Study rooms are available for student group use. Groups are defined as two or more students; rooms will seat a maximum of six students. At the discretion of staff, study rooms may be booked for up to two hours, depending upon demand. Bookings are done at the Circulation desk. Study rooms may be booked in person one week in advance.
In the pursuit of education, the Library supports patron rights to:
- A fair share of resources;
- Information and enlightenment for educational purposes;
- Free access to ideas.

The Student Senate donates the library’s paper. The Library supports the College’s goal of sustainability, and to encourage reduction of paper usage its printing policy is as follows:
Only SPSCC students may print in the library, and printing is limited to school-related documents. Exceptions include materials related to looking for work, such as job announcements or applications, and up to five copies of the student’s resume.
Students may print up to 30 pages double-sided per day. On a one-time basis, with the librarian’s permission, students may print up to 100 pages double-sided. In such situations, the student will make a paper donation to the library. Those who need to print more than 100 pages must take the job to a commercial print shop.
Students should avoid printing slides or other documents with colored backgrounds, which require a large quantity of ink.
SPSCC Library Collection Development Guidelines
The Library will purchase materials for the purpose of supporting the college curriculum and maintaining a balanced and timely collection. Selection of materials will be accomplished through the work of the professional Library staff in conjunction with requests from faculty and students.
The SPSCC Library supports the following policy statements by the American Library Association and the Educational Film Association:
While the Library Director is ultimately responsible for all Library services and programs, faculty librarians share responsibility for the development and maintenance of the Library’s collection. Areas of responsibility are defined as print (including electronic formats) and media.
Librarians solicit faculty members’ recommendations in their areas of expertise. Requests are evaluated in relationship to overall curriculum needs, selection procedures, and financial constraints.
Student and staff recommendations for the purchase of materials are welcomed.
Guidelines for Selection
- Relevance to curriculum-based student needs;
- Relevance to instructional needs of faculty;
- Probable need based on existing programs and collections; and,
- Intellectual content and scholarly worth.
- After primary needs have been met, consideration may be given to secondary materials.
Criteria for Selection:
- Reviews from authoritative sources and other selection aids;
- Recommendations from faculty;
- Recommendations from students, staff and administration;
- Relevance to the curriculum;
- Adequacy of current holdings;
- Availability of resources from other sources;
- Relevance to professional growth;
- Historical or cultural value;
- Level of interest for faculty and students; and,
Resources not normally purchased:
- Highly technical resources; and,
- Popular fiction.

Audiovisual and Electronic Materials:
Selection of these materials is based on support for classroom instruction with an emphasis on quality, effectiveness and currency.
- Content directly supports classroom instruction, or is potentially useful for more than one class or department.
- Treatment and presentation should be on the appropriate academic level.
- Color, picture quality, and sound should be good.
- Format should be accessible and cost effective.
- Appropriate viewing and listening equipment in available and cost effective.
- Technical support is available and cost effective.
- A reasonable amount of use is anticipated for the cost of the materials.
The Library welcomes gifts that are consistent with its collection development policy with no restrictions attached to their disposition. Because of the cost of adding materials to the collection, gifts are evaluated by the same criteria as purchased items. Gifts are accepted with the understanding that those not acquired will be disposed of in the Library’s usual manner.
Weeding, the discarding of materials, is conducted by librarians in sections over a five-year period.
Guidelines for weeding:
- Outdated materials.
- Superseded materials.
- Excessively worn or damaged materials.
- Multiple copies of monographs no longer needed to support the curriculum.
Criteria used in considering discard of a particular item:
- Has the book or program been checked out in the last six years?
- Is the book a classic?
- If the material is related to the sciences, technologies, social sciences, or medicine, is it more than three to five years old?
